SLIM subsidy

Definition

The SLIM subsidy (Stimulating Learning and Development in SMEs) is aimed at strengthening skills, career development and a learning culture within Dutch SMEs — where the WBSO focuses on R&D, SLIM focuses on people. It reimburses 60% of eligible costs, up to a maximum of €24,999, for one or more of three activities: a company scan that results in advice on training and development needs (Activity A), career or development advice for staff (Activity B), or developing or introducing a method that stimulates learning and development, such as a company academy or a system of periodic development conversations (Activity C). Applications are only open during fixed windows — March and September 2026 — and must be submitted before the activities start; the maximum project duration is 12 months, and a minimum of €5,000 in eligible costs applies to Activities A and C. To qualify, you must be an SME registered with the KvK, not be in financial difficulty, and provide an own contribution (co-financing) alongside the subsidy. SLIM falls under the European de-minimis state aid rules, so a de-minimis declaration is required. Because it addresses staff development rather than R&D, SLIM combines well with schemes such as the WBSO, MIT and SIB as part of a broader growth strategy.
